What Is a Functional Capacity Assessment?

A plain-language guide to functional capacity assessments (FCAs): what they measure, the six NDIS functional domains, when you need one, what happens during the assessment and how long the report takes.

What a functional capacity assessment is

A functional capacity assessment (often shortened to FCA) is an occupational therapy assessment that documents how a person manages everyday tasks, what gets in the way and which supports are reasonable to improve safety, independence and participation.

Rather than focusing on a diagnosis, an FCA looks at real function: what someone can do on their own, what they need help with, and how their environment, fatigue, cognition or mobility affects daily life. The result is a written report that referrers, families and funders can use to make practical decisions.

The six functional domains an FCA covers

NDIS guidance describes functional capacity across six core domains, and a thorough report addresses each one with observed evidence rather than generic statements.

Communication - understanding and expressing information, following instructions and taking part in everyday decisions. Social interaction - building relationships, reading social cues and engaging safely in the community. Learning - acquiring and applying new skills and adapting to change. Mobility - moving around the home and community, transfers and managing access barriers. Self-care - hygiene, dressing, eating, meal preparation and health management. Self-management - planning daily life, money, appointments, medication and coordinating supports.

An FCA can also help establish support requirements including assistive technology and home or workplace modifications, which is why it is often the anchor document behind broader OT reporting.

When you might need an FCA

Common triggers include an NDIS plan review or reassessment, a change of circumstances, a request for increased supports or support hours, and evidence for assistive technology or home modifications.

FCAs are also used to support Supported Independent Living (SIL) and Specialist Disability Accommodation (SDA) decisions, and by private or GP-referred clients who need clearer guidance about daily function, home safety or falls risk outside an NDIS pathway.

What happens during the assessment

The process usually runs in three stages. First, intake reviews the referral goals, funding, location, urgency and any plan-review deadline so the assessment is scoped correctly. Second, the therapist completes the assessment in the environments the person actually uses - home, community, work or school - or via telehealth where clinically suitable, observing daily tasks, routines, equipment and barriers.

Finally, the findings are translated into a clear report with practical recommendations linked to the person’s goals. Who can refer and how funding works

Participants, families, support coordinators, plan managers, GPs and hospital teams can all refer for an FCA when functional evidence is needed. Assessments can be funded through the NDIS (NDIA-managed, plan-managed or self-managed), privately, or through insurer and employer pathways where relevant.

A strong referral tells the therapist the decision the report needs to support, the current supports and risks, any deadlines, and the relevant documents - which helps the assessment answer the real question rather than restate observations.
